W. Clinton Terry's Biographical Statement
W. Clinton Terry is an Associate Professor of Criminal Justice in the School of Policy and Management at Florida International University. He received a Ph.D. in sociology from the University of California at Santa Barbara and was a DAAD Fellow at the University of Goettingen in Goettingen, Germany. He has taught criminology and criminal justice at the California State University at Fresno, the University of Florida, and at Florida International University and has a number of interests in criminology/criminal justice. Dr. Terry's career began with police studies, particularly within the broader area of police organization and behavior as a reflection of broader socio--economic and historical trends. He has also done extensive work in the area of court specialization, specifically within the area of drug courts.- Dr. Terry belongs to a number of organizations and associations. Of these, he is an honorary member of the International Police Association (IPA), the only USA member of German Schloss Gimborn (Informations und Bildungszentrum Schloss Gimborn e.V (IBZ), of the IPA), a member of the Advisory Board of the Florida Statistical Analysis Center of the Florida Department of Law Enforcement, and a member of the Board of Directors of the National Association of Drug Court Professionals.
Dr. Terry has written on a number of different topics. He has published Policing Society: An Occupational View and The Early Drug Courts: Case Studies in Judicial Innovation has written on a wide variety of criminal justice topics that have appeared in a number of journals, as well as having articles appear the Encyclopedia of Police Science and The Encyclopedia and Crime and Punishment.
Within the practical area, of which Dr. Terry is particularly fond, he has conducted over two dozen applied local and regional program evaluations. He was the first evaluator of the Broward County Dedicated Drug Treatment Court, in Broward County (Ft. Lauderdale), Florida and is currently evaluating drug courts in Orange, Osceola, and Palm Beach Counties, Florida, as well as conducting drug court evaluations for the cities of Houma and New Iberia in Louisiana. In the past, Dr. Terry has evaluated community policing programs, largely in Miami and Coconut Grove, studied prison utilization for the Florida Legislature, compared the results of bail bond and pre-trial releases in Dade County, and assessed the effectiveness of Florida’s State Certification Examination Program for law enforcement and correctional personnel. He has also examined the patterns of criminal behavior in Opa Locka, completed crime prevention through environment designs (C.P.T.E.D.) for several areas in Opa Locka, evaluated the Miami Police Department’s Crimes Against the Elderly Unit (C.A.T.E.), in conjunction with the Southeast Florida Center on Aging, evaluated the D.A.R.E. program in Broward County, Florida, and completed a drug epidemiological study for Broward County. He has consulted with a number of local, regional, and national organizations on police and criminal justice topics, including the cities of Miami, Ft. Lauderdale, Hialeah, Opa Locka, Broward County, the National Urban League, and the Police Foundation, among others.
During his career, Dr. Terry feel fortunate enough to have served on numerous local and national planning committees, including the American Society of Criminology, Academy of Criminal Justice, Florida Department of Law Enforcement, and the National Association of Drug Court Professionals and the National Drug Court Institute. Finally, he has enjoyed training and presenting at workshops and has been able to do so frequently for the Institute of Government at Florida International University, the Florida Department of Law Enforcement, the Miami, Hollywood, and Hallandale Police Departments, the Sharjah Police Department in the United Arab Emirates, and the National Drug Court Institute. He has also presented a three day workshop on community and problem oriented policing at the IPA regional training center in Gimborn, Germany.
