 Dr. Ralph Clem is Professor of International Relations and Director of the Center for Transnational and Comparative Studies. His current research focuses on the electoral geography of post-Soviet Russia. Dr. Clem is a senior Reserve officer on the Air Force General Staff and spent several weeks on active service in the Pentagon following the attacks of September 11th. His remarks today reflect his own opinions and not necessarily those of the Air Force or the United States Government.
