Slow Pace Of Change Could Cause Chaos In Cuba

ZENIT, September 15, 1999 - DAILY DOSSIER - The World Seen From Rome

MADRID, SEP 15 (ZENIT).- The slow pace of change in the Cuban regime could cause chaos in the Island, Bishop Carlos Cespedes, Vicar General of Havana, warned. "The gradual pace of change is so modest and slow that, in the short term, it could degenerate into chaos," he said.

Bishop Cespedes was optimistic about the evolution of the situation, although he pointed out two obstacles that must be overcome: the internal dialogue on Cuba's future and its foreign relations. "Except for a small group, the majority of Cubans in Cuba favor dialogue and reconciliation among Cubans in Cuba and Cubans living abroad. We reject violence for change," he said.
