Clinton finds a way to launder $62 million per year for the Cuban government

The Cuban Democracy Act of 1992 allows the president to authorize payments to Cuba for telecommunications licenses issued by the Cuban government. This was not a notable portion of the Act in 1992, since no such licenses existed at the time. Last year, the Cuban Liberty and Democratic Solidarity Act of 1996, a.k.a. The Cuban Embargo Act, a.k.a. The Libertad Act, required the president to report any such payments, and in a September 10th letter to Congress, we now find that 8 Cuban telecommunications licenses have been granted during the Clinton administration, for which over $31 million dollars is paid to the Castro regime every 6 months. President Clinton, who never liked the Cuban Embargo Act, has thus found a way to launder $62 million per year for the Cuban government. It is within the president's power to stop these payments.
