Dear Berit and Christian Lovschall:

Regarding your request by telephone on January 26, 1998 that the note

from the Cuban Ministry of Foreign Affairs be given you, the Danish

Ministry of Foreign Affairs has decided to give you the Danish

translation of the note for your personal information. A copy of the

note, which has been translated into Danish by an authorized translator,

is enclosed.

Since the Cuban authorities have expressly requested that the basic

rules regarding the confidentiality of diplomatic exchanging of notes be

respected, the Danish Ministry of Foreign Affairs must request that you

not make public the translation of the note. Since you mentioned in the

telephone conversation January 26 that you might publicize the note, you

must be aware that if that occurs, further communication between the

Danish and Cuban authorities about the matter will be difficult.

The Danish Ministry of Foreign Affairs does not find the answer from the

Cuban authorities satisfactory. Among other things, it is not clear

whether a disciplinary investigation has been started, regarding the

guard who fired the shots that killed. Also, it does not appear that any

concrete steps have been taken to improve the Cuban Ministry of

Defense's security system, including whether the regulations for firing

weapons has changed and whether the area has been securely marked off.

Even though it is not expected that the Cuban authorities will, in any

degree, change or elaborate on the already sent account, the Danish

Ministry of Foreign Affairs is considering a new inquiry regarding the

above-mentioned, and eventually other, questions. We encourage you to

let us know which questions you want answered.
