"At this historic juncture in our history it is of the utmost importance that the rights and interests of the Cuban working class be included in the government's decision-making process. Currently, most government legislation and resolutions go against the interests of working people who are the very source of our nation's wealth.
"Given this situation, we call for the creation of an independent workers' congress uniting representatives of all or most of the independent workers' unions. This Congress would communicate to both Government bureaucracies and the outside world its own analysis of current laws and legislation affecting the working class and violating our most fundamental rights.
"This Independent Workers' Congress is not an organization in its own right: It is a convergence of representatives from all non-governmental workers' unions with the sole intention to analyze, discuss and advance proposals.
"We appeal to all organizations, labor unions, committees, institutes, workers' organizations and all independent groups in Cuba concerned with workers' rights, regardless of affiliation, to join the Independent Workers' Congress in the defense of all Cuba's Workers.
