7.00 UNDERGRADUATE CURRICULUM ESTABLISHMENT,
REVIEW AND EVALUATION

PURPOSE
To define the process by which the undergraduate curriculum is established,
reviewed and evaluated.

POLICY
The curricular process must recognize the various roles of the faculty,
the administration, and the governing board.
PROCEDURE
Curriculum is generally initiated at the departmental level by the faculty.
This is done in response to perceived need, changes in accreditation requirements,
and program evaluation results. Curriculum must be approved by the appropriate
Chairperson and Dean. Approval is also required by the Curriculum Committee
of the appropriate college or school, the University Curriculum Committee,
the Faculty Senate, and the Vice President of Academic Affairs. Review
and evaluation procedures are determined by academic units. Curriculum
is evaluated by faculty, current students, alumni, advisory boards, and
appropriate accreditation agencies, in addition to regular state University
system on-site visits, usually every five years.
7.10 UNDERGRADUATE ADMINISTRATIVE ORGANIZATION

PURPOSE
To establish the division of responsibilities in the administration of
undergraduate academic programs.

POLICY
The Faculty Senate Undergraduate Council and the Council of Deans participate
in formulating and recommending policy, reviewing procedures, recommending
and assessing planning priorities, establishing criteria for maintaining
quality and assessing needs. With counsel from these two bodies, undergraduate
programs are administered at four distinct levels: the department, the
college or school, the Office of Undergraduate Studies, and Provost.
PROCEDURE
The Deans of each respective unit will assure the maintenance of existing
programs and the development of appropriate new programs in their individual
units. The Office of Undergraduate Studies, under the direction of the
Vice President for Academic Affairs, will administer academic programs
that span more than one academic school or college. The activities include
both primarily administrative functions such as academic advising and
instructional programs such as the University Honors Program.
7.11 FACULTY SENATE UNDERGRADUATE
COUNCIL

PURPOSE
To outline the functions and operation of the Undergraduate Council

POLICY
The Undergraduate Council is an elected committee of the Faculty Senate.
The Undergraduate Council, as charged by the Faculty Senate, shall recommend
and evaluate policies and procedures concerning undergraduate education
at the University, evaluate proposals for new undergraduate programs and
perform related tasks as assigned by the Senate. The Undergraduate Council
addresses:
1) long-range undergraduate
program development plans to be included in the University Master Plan;
2) criteria, policies,
and procedures for the development and approval of new undergraduate programs,
including recommendations to the Faculty Senate on all new undergraduate
program proposals;
3) criteria, policies,
and procedures for the evaluation of existing undergraduate programs as
they impact other programs;
4) curriculum proposals
for interdisciplinary academic courses and programs that span more than
one school or college;
5) criteria, policies
and procedures for determining priorities for funding undergraduate programs;
6) agreements with
other institutions that include undergraduate programs;
7) policies and
procedures for undergraduate student recruitment, admissions, financial
aid and advisement, including minority student concerns;
8) implementation
and supervision of courses in the Core Curriculum to ensure their meeting
the philosophy of the Core.
The Undergraduate
Council engages in the following processes:
1) meets and recommends
action under the leadership of a chairperson elected from within the Council;
2) initiates activities
relating to the purposes described above, including receiving proposals
from the Dean of Undergraduate Studies, Provost, Faculty Senate Steering
Committee, units, committees and faculty;
3) reports regularly
to the Faculty Senate and annually, or more often as necessary, to the
Provost and Dean of Undergraduate Studies.
PROCEDURE
Elected by the faculty of their respective units, members of the Undergraduate
Council will meet regularly and function as outlined in the Faculty Senate
Constitution.
7.12 ACADEMIC DEPARTMENTS AND UNDERGRADUATE
PROGRAMS

PURPOSE
To enumerate departmental responsibilities in the administration of undergraduate
programs.

POLICY
For each undergraduate curricular area in which a degree program is offered,
a faculty member academically qualified in the field must be assigned
responsibility for course or program oversight and coordination, as well
as for curriculum development and review. At least one full-time faculty
member with appropriate credentials must have primary teaching assisgnment
in the curricular area.
Each academic department
(or in the case of interdisciplinary programs, each director and faculty
assigned to the program) has primary responsibility for planning, implementing
and evaluating its undergraduate academic programs, including sequence
of courses through prerequisites. These include:
recommending admission
standards;
formulating degree requirements;
recommending awarding of degrees;
facilitating research and scholarly productivity;
achieving enrollment goals;
ensuring program quality;
providing academic advising.
PROCEDURE
Following guidelines established by each school and college, departments
will create a committee structure and procedural guidelines to accomplish
these tasks. Communicating these policies is accomplished by one or more
of the following: 1) university catalog program description, 2) SASS audit,
3) student advisement by school and/or units.
7.13 SCHOOLS/COLLEGES AND UNDERGRADUATE
PROGRAMS

PURPOSE
To establish the responsibilities of the Schools and Colleges in the administration
of undergraduate programs

POLICY
The faculty of the college or school formulates academic unit policies
and procedures and evaluates program quality. The academic dean requests
University support and sustains the resources of staff, budget and space.
Further, the dean approves program development, pursues external resources,
monitors program quality, evaluates faculty and coordinates linkages with
other units within and without the institution.
PROCEDURE
Following guidelines established by the Office of Academic Affairs, Collective
Bargaining Agreements, and other appropriate units, schools and colleges
will establish a committee structure, policies and procedures to carry
out these activities.
7.14 OFFICE OF UNDERGRADUATE STUDIES
Effective: June

PURPOSE
To delineate the responsibilities of the Office of Undergraduate Studies

POLICY
The Office of Undergraduate Studies is headed by a dean who is responsible
for oversight and coordination of undergraduate programs under the direction
of the Vice-President for Academic Affairs. The Dean of Undergraduate
Studies shall work with the Faculty Senate Undergraduate Council, the
academic deans, and other bodies to assure the growth, development, and
management of undergraduate programs and the maintenance of quality standards.
The specific responsibilities
of the Office of Undergraduate Studies include monitoring and/or facilitating:
1) program and
instructional quality;
2) program implementation;
In addition, the
Office directly coordinates the following:
1) policies and
procedures for the operation of undergraduate programs at the University
level, including general education and core curriculum requirements;
2) academic programs that span more than one school or college;
3) cooperation with the providers of other University support services.
Additionally, the
Office of Undergraduate Studies has direct responsibility for the following
activities:
1) Academic Advising
Center;
2) Academy for the Art of Teaching;
3) University Honors Program.
4) University Learning Center;
5) various academic scholarship programs, including Faculty Scholars,
Invitational Scholars and the Vested Interest Program. The Dean of Undergraduate
Studies develops detailed goals and objectives to fulfill the mission
of the Office. These are developed in consultation with the academic deans
and the Faculty Senate Undergraduate Council.
PROCEDURE
The staff of the Office of Undergraduate Studies will pursue these activities
through direct action and participation in University and Faculty Senate
Committees.
7.30 UNDERGRADUATE PROGRAM APPROVALS
Effective:
June 29, 1994
PURPOSE
To describe the approval process for the establishment or revision of
undergraduate program requirements.

POLICY
New and revised undergraduate programs require approval by the Faculty
Senate and the University administration. Additionally, new programs require
approval by the Board of Regents as set forth in guidelines provided by
the State University System.
PROCEDURE
The University's internal approval process includes the following in this
order:
department curriculum
committee;
department chairperson;
college or school curriculum committee;
academic deans;
Undergraduate Council;
University Curriculum Committee
Faculty Senate;
Provost;
President.
For new programs,
the external approval process is detailed in the most recent relevant
Chancellor's memorandum.
7.40 UNDERGRADUATE PROGRAM REVIEW
Effective:
June 29, 1994
PURPOSE
To establish responsibility for monitoring and evaluating undergraduate
programs.

Council of Deans
POLICY
Under Board of Regents guidelines, each program is evaluated every five
years, measuring the program against standards established at the system
level. Additionally, each undergraduate program will conduct periodic
and formal reviews of its principal components and outcomes to determine:
whether academic
goals are being met;
whether substantive changes are needed in program content, direction and
scope;
whether adjustments are needed in the level of resource support.
One outcome of
the review will be the development and/or refinement of a long-range plan
for the program in accordance with the "Academic Affairs Planning,
Implementation and Evaluation Annual Cycle." This plan will specify
objectives and set target dates for accomplishing recommended changes.
This effort is not intended to replace required program reviews by the
Board of Regents or the requirements for review and evaluation by external
accrediting agencies. Because of the strenuous nature of those reviews,
and in light of the considerable amount of data collected during their
execution, they will provide a basis for unit reviews required by this
policy. These unit reviews should be considered part of a continuing effort
which should facilitate the accomplishment of University goals.
Additionally, the
Undergraduate Council shall monitor compliance with University standards,
policies and procedure through periodic reports from the Dean of Undergraduate
Studies and the academic units regarding undergraduate programs. Other
data and resources may be used in an analysis of program performance.
PROCEDURE
Individual units will create committee structures or processes designed
to monitor and evaluate their programs.
At the University
level, upon the recommendation of any person or group, the Council may
choose to investigate compliance. Recommendations stemming from that investigation
will be forwarded to the Faculty Senate and handled in accordance with
the Faculty Senate Constitution.
