7.10  INSTRUCTIONAL MEDIA SERVICES Print this policy only

Purpose
To outline the roles and responsibilities of the departments that comprise Instructional Media Services.

Policy

1.    The Department of Instructional Television & Distance Technologies (ITDT) provides technical, creative and professional services in the production of video and multi-media programs for use by faculty and staff for all FIU campuses for instructional, research and  general informational/training purposes.  Also, the ITDT arranges teleconferencing programs and interactive video projects, and provides videotape duplication services for non-copyrighted materials.  The ITDT is also responsible for broadcasting live classes to remote sites for interactive distance learning.  Broadcast will be coordinated through this area to allow of most efficient use of electronic classrooms.

2.    The Instructional Development Centers (IDC), located at University Park and North Campus, are essentially do-it-yourself graphics and media production labs.  Trained personnel assist faculty, staff and students to create multi-media courseware, transparencies, slides, video and audio recordings, flyers, newsletters, posters, signs, charts, etc.  The IDCs also contain a desktop publishing/graphic Macintosh computer lab and multi-media facilities.  Staff provide workshops on a wide range of audiovisual topics, as well as consultation for audiovisual presentations.  The Centers cannot assume responsibility for the quality of the finished product created by the client.  Students must bring their own supplies.  Reservations are required for use of computers, copystand, video equipment, mult-media systems, and some other services.  Use of the IDC is limited to currently enrolled students, faculty and staff.  Identification will be required.

3.    The Instructional Graphics Department produces graphic visual for faculty and staff, for all FIU campuses, including various forms of artwork to serve faculty and staff as educational aids in classroom instruction, to be used independently or combined with other instructional production media.  Examples of the types of work Graphics produces include:  computer-generated slides of text and/or graphic images; the design and creation of illustrations, charts and graphs for slide presentations, research, articles and books; and informational panels, poster presentations, posters and signs for programs, courses and conferences, etc.  The Graphics Department will not pick up orders nor make deliveries of completed assignments.

4.    The Department of Photography provides photographic production, including location, studio and copystand photography and B/W and color processing and printing, for instruction, research and general information/training purposes (i.e., faculty publications, classroom instruction, photography of three-dimensional models, diagrams, sculptures, slide presentations, charts and graphs, and documentation of research in progress).

5.    Educational Equipment Distribution provides a large variety of audiovisual equipment for use by faculty and staff, with distribution centers at University Park and North Campus.  Equipment will be delivered to classrooms, conference rooms or main buildings with 48 hours' notice, or checked out on custody.  Consultation on audiovisual technology and equipment specification for inclusion in research projects or grants is provided by area department head.  Equipment Distribution should be contacted at least 48 hours in advance of when equipment is needed.  Equipment is not to be moved between classrooms.  Department will not deliver, pick up, or be responsible for any materials other than A/V equipment belonging to the Division of Instructional Media Services.  All software (film, videotapes, etc.) must come via the film library to Equipment Distribution, or may be picked up from the film library.  All classroom equipment must be ordered by faculty, A&P or USPS only.  Students must have their instructors make requests for their classroom equipment needs.  No deliveries to university offices or to the Graham Center (except for classrooms).  Operators are not provided.  Standing Orders:  Classroom equipment may be ordered for the entire semester by submitting a form or e-mail, stating all pertinent information.  Custody orders:  Equipment on custody may be borrowed for no more than three days.  Special or emergency situations need to be discussed with the Department Head.  Requester must present current faculty/staff I.D. card.  Students will be asked to leave a driver's license, and some items will be restricted to them.  Requests for Conferences and Special Events On Campus:  Requests for audiovisual support for large on-campus events should be made with at least 30 working days' advance notice.  Such support may require coordination with outside vendors, and may incur rental and labor costs. Requests for Conferences and Special Events Off-Campus:  The department does not have the resources to supply equipment from its own classroom-instruction dedicated inventory to support off-campus conferences or special events, nor the personnel or vehicles to transport it.  However, the department head will provide information on the rental of audiovisual equipment to support such events, if university-related.

General Policies Applying to All Instructional Media Services Departments:

1.    Copyrighted materials cannot be duplicated without the proper release forms.
2.    Charges for supplies used by faculty and staff will be processed through university requisitions.
3.    Equipment may not be removed from any IMS area (except Educational Equipment Distribution,  through or deliveries custodies) or operated except by authorized IMS personnel.
4.    Copyrighted materials cannot be duplicated.
5.    The Division of  Instructional Media Services reserves the right to accept or reject individual projects based on the academic needs and priorities of the University and the available resources of the Department.
6.    Other policies may apply.

Procedure
Contact appropriate IMS Department for service required.

Charges:  There will be a charge-back supplies and services.  No work will be initiated without an accompanying requisition or billback paperwork.  If the order is being faxed, a copy of the requisition should be included.  The original requisition should then be sent through inter-office mail.  In cases where an IMS department is supporting a grant, allowances for these services, materials and labor should be made in the grant budget.
